In the petition dated October 16, 2026, Kyari’s brother alleged that the senior officer brutally assaulted the sailor after he insisted that occupants of a vehicle loaded with items produce the required store receipt or gate pass before leaving the naval premises.

A petition has been filed against a senior officer of the Nigerian Navy over allegations of assault, grievous bodily harm, inhuman treatment and unlawful detention of a serving sailor, Seaman Mohammed Kyari, at the Nigerian Navy Logistics Command in Dawakin Tofa, Kano State.

In the petition dated October 16, 2026, Kyari’s brother alleged that the senior officer brutally assaulted the sailor after he insisted that occupants of a vehicle loaded with items produce the required store receipt or gate pass before leaving the naval premises.

The petitioner stated that the incident occurred on October 14, 2026, while Kyari, with Service Number M6178, was performing his lawful duties as a sentry at the main gate of the Nigerian Navy Logistics Command.

According to the petition, Kyari was responsible for inspecting items being taken out of the facility and ensuring that the appropriate documentation was presented before any goods could be allowed to leave, in accordance with standing orders and guard regulations.

The petitioner said trouble began when a vehicle carrying items attempted to exit the naval facility and Kyari requested the receipt or gate pass authorising the movement of the goods.

The occupants of the vehicle allegedly told him they did not have the required receipt, prompting the sailor to instruct them to obtain the necessary documentation before proceeding.

However, rather than comply with the procedure, a senior officer who was present at the gate became enraged, verbally abused Kyari and ordered that he be detained in the guardroom.

The petition further explained that as Kyari was being taken to the guardroom, the officer picked up a stick and beat him mercilessly, inflicting serious bodily injuries, including injuries to his eyes.

The petitioner claimed that the sailor’s vision had been impaired following the alleged assault and expressed concern that he remained in detention without adequate medical care.

“As at the time of writing this petition, Seaman Mohammed Kyari is still in detention in the guardroom, with impaired vision and bodily injuries, without adequate medical care,” the petition stated.

The petitioner described the incident as an abuse of authority and called for the intervention of the naval authorities and relevant human rights institutions.

The petition was addressed to the Chief of the Naval Staff at the Naval Headquarters, Area 7, Garki, Abuja, through the Flag Officer Commanding, Naval Logistics Command, Dawakin Tofa, Kano State.

Copies were also addressed to the Executive Secretary of the National Human Rights Commission (NHRC), the Chief of Defence Staff at Defence Headquarters, Abuja, and the Director of Naval Provost at the Naval Headquarters.

The petitioner formally accused the officer of assault, grievous bodily harm, inhuman treatment and unlawful detention, urging the relevant authorities to investigate the allegations.
