EXCLUSIVE: Kaduna Governor Sani Spends Nothing On Ministry Of Internal Security Capital Expenditure Amid Rising Banditry

Despite the insecurity rocking Kaduna State, a SaharaReporters' review of the state budget performance document has shown that nothing was spent on the capital expenditure of the Ministry of Internal Security between January and September 2025.

The document shows that N4.7 billion was budgeted by the Governor Uba Sani-led administration but as of the end of September, nothing had been spent on the capital needs of the Ministry of Internal Security and Home Affairs.

Earlier, SaharaReporters reported that terrorists laid siege to Kaduna State on Tuesday night and again attacked some villagers early on Wednesday. 

The assailants killed four locals and kidnapped twelve others at gunpoint in Gidan Waya village, Lere Local Government Area.

A member of the community confirmed the gruesome attack to SaharaReporters.

His account was corroborated by the leadership of the Akurmi Development Association (AKURDA) in a statement signed by its National President, Mr. Yakubu Maigamo.

It identified those killed as Promise Korau, 18; Hycent Timothy, 19; Mato Shagori, 40; and an elderly individual identified as Markus Ishaya.

It also listed those kidnapped as follows: Habibu Yahaya, 42; Love Markus, 38; Mummy Markus, 49; Catherine Shitu, 40; Ibrahim Bagobari, 46; John Ibrahim, 15; Rev. Istifanus Dungu, 58; Christiana Dungu, 14; Prince Dungu, 13; Miss Dauda; Mrs. Rev. Danbala Inuwa, 38; and one other villager yet to be identified.

The association strongly condemned the brutal attack and the kidnapping of their people while they were asleep.

It appealed for immediate action from the security forces to secure the community and bring the perpetrators to justice.

Earlier, a SaharaReporters' review of the Kaduna 2025 approved budget showed that the State House of Assembly planned to spend more on constructing the Speaker’s and Deputy Speaker’s residences and on the purchase of thirty-six vehicles for lawmakers than what is earmarked for constituency projects.

According to the budget document, a sum of N3.8 billion is budgeted for the purchase of thirty-six Toyota Camry XLE Hybrid vehicles in the 2025 approved budget. 

Already, N1.5billion was spent on the same purpose between January and September 2024.

Another sum of N1.5 billion was budgeted for the construction of the Speaker/Deputy Speaker’s residences.

This means that both the thirty-six XLE vehicles (N3.8 billion) and the construction of the Speaker/Deputy Speaker’s residences (N1.5 billion) are planned to gulp N5.3 billion.

Further review shows that only N4 billion was budgeted for "contingency funds for legislative oversight (contingency funds)."

This indicates that the state plans to spend more on lawmakers’ luxury than on constituency projects, which would benefit residents across the state.  

SaharaReporters had also reported that global human rights body, the Amnesty International condemned the deadly attack by gunmen on Gidan Waya in Yarkasuwa, Lere Local Government Area of Kaduna State, which left four people dead and 12 others abducted, including children.

In a statement released on Wednesday by the international organisation, it disclosed that the attack occurred on the night of 11 November 2025, and highlights the continued failure of Nigerian authorities to protect citizens and hold perpetrators of human rights abuses accountable.

Amnesty International noted that since 2016, rural communities in parts of northern Nigeria have lived under constant threat from armed groups, forcing many farmers and their families to abandon their homes.
