Findings from the investigation, the statement said, confirmed serious breaches of operational procedures, particularly in relation to the use of firearms.

The Nigeria Police Force has concluded disciplinary proceedings and approved the dismissal and prosecution of officers involved in the fatal shooting incident that occurred on 26 April 2026 in Effurun, Delta State, which resulted in the death of Mene Ogidi.

In an official statement issued on Wednesday by the Force Public Relations Officer, Anthony Okon Placid, from Force Headquarters, Abuja, the police said the officers linked to the incident have been withdrawn from the Delta State Command and moved to Abuja for expedited disciplinary action following the directive of the Inspector-General of Police, Olatunji Rilwan Disu.

According to the statement, “sequel to the earlier directive of the Inspector-General of Police, all officers connected to the incident were immediately withdrawn from the Delta State Command and transferred to Force Headquarters, Abuja, where they were subjected to expedited disciplinary proceedings.”

The Force explained that the disciplinary review was conducted by the Force Disciplinary Committee alongside other internal accountability mechanisms, which have now been concluded.

Findings from the investigation, the statement said, confirmed serious breaches of operational procedures, particularly in relation to the use of firearms.

It stated that “findings established unequivocally that the principal officer, ASP Nuhu Usman, acted in gross violation of Force Order 237 and other extant regulations governing the use of firearms,” adding that his actions were “unlawful, unprofessional, and a clear betrayal of the oath to protect life and uphold the law.”

Following the conclusion of the disciplinary process, the committee recommended the dismissal of ASP Nuhu Usman and other officers found culpable.

The recommendation was subsequently approved by the Inspector-General of Police and forwarded to the Police Service Commission for final ratification in line with established administrative procedures.

“Consequently, the Force Disciplinary Committee has recommended the immediate dismissal of ASP Nuhu Usman and other officers found culpable. The Inspector-General of Police has approved the recommendations and forwarded same to the Police Service Commission for ratification in line with due process,” the statement added.

The police further confirmed that upon completion of the administrative steps required under the law, the affected officers will be handed over to the appropriate judicial authorities for prosecution over their involvement in the incident, which has been classified as an extrajudicial shooting.

Reaffirming the position of the Police leadership, the Inspector-General of Police maintained that the institution remains firmly committed to accountability and internal discipline, stressing that misconduct by officers will not be tolerated under any circumstance.

The statement emphasized that the Nigeria Police Force operates a strict zero-tolerance policy on extrajudicial conduct and abuse of authority.

It stated: “The Nigeria Police Force maintains a zero-tolerance stance on extra-judicial actions and abuse of power. No uniform confers the right to take life outside the provisions of the law. Any officer who violates this fundamental principle will face the full weight of disciplinary and legal consequences.”

The Force leadership also extended condolences to the family of the deceased, Mene Ogidi, acknowledging the emotional impact of the incident and assuring that the matter would be pursued to ensure accountability.

The statement further reiterated the Force’s commitment to ensuring justice, stating that the outcome of the case would reflect transparency and institutional responsibility.

“The Force is fully committed to ensuring that justice is not only served but seen to be served, in a manner that reinforces public confidence and institutional accountability,” it added.

The police also appealed for calm from members of the public, urging residents to avoid actions that could escalate tension while the disciplinary and legal processes continue.

“Members of the public are urged to remain calm and law-abiding, as the Nigeria Police Force remains steadfast in its commitment to discipline, professionalism, and the protection of the rights and dignity of all citizens while ensuring accountability at all levels,” the statement concluded.

Earlier, the Rule of Law and Accountability Advocacy Centre (RULAAC) condemned the killing of Ogidi by a police officer in Effurun, Delta State, describing the incident as a clear case of extrajudicial execution.

In a statement issued on Wednesday by Executive Director Okechukwu Nwanguma, the civil society organisation said the killing, which was captured in a widely circulated video, showed a handcuffed and defenceless man pleading for his life before he was fatally shot.

Also, the Take It Back Movement, Delta State Chapter, strongly condemned the gruesome and extra-judicial killing of Ogidi, carried out by ASP Usman, popularly known as Ogbegbe, in Uvwie.

In a release by Comrade Ochuko Etu, the coordinator, Take It Back Movement, Delta State Chapter, the movement “demands a thorough, transparent, and independent investigation into this heinous act.”
